WPFront Notification Bar Pro is designed for websites that need a visible way to communicate promotions, announcements, news, and other time-sensitive messages. Visitor controls and timing

You can also set the number of seconds before the bar closes automatically. A Reopen Button can be displayed when you want visitors to regain access to a notification after closing it. These controls help balance visibility with a less disruptive browsing experience.
Targeting and scheduling
Choose the pages and posts where a notification should appear instead of displaying the same message throughout the entire site. User-role selection provides additional control over the audience. For example, the available role filtering can be used to show a notification to guest users or to target another selected group.
Start and End dates let you define when a notification is active. This is useful for announcements with a limited publication period, promotional messages, or notices that should stop appearing after a specified date. You can also hide the bar on small devices when the message is not suited to smaller screens.
Working with the plugin
The notification bar does not display on wp-admin pages, apart from the notification bar settings page, where it acts as a preview of your changes. The plugin source also states that it does not collect personal information.
